Information about Social Security during COVID-19

Introduction

The Portuguese government has decided to temporarily legalise all migrants and asylum seekers who’s applications to SEF were pending (Despacho n.º 3863-B/2020). This means that all migrants have rights to public services such as healthcare and social security. This document aims to provide valuable information on what social welfare funds are available during the COVID-19 crisis, who qualifies and how to access these funds.

Three Step Process

  1. Get a social security number – if beneficiaries do not have an SS number yet, they must apply at Segurança Social by calling 300502502. That phone call will book them an appointment where they will go in person with whatever documents they have. Important documents to have in case they ask are:
  • Passport
  • Proof of Address
  • Job contract or promise of a contract 
  • Application to SEF for residence or asylum

If they don’t have one or more of these, go with what you have.

2. Register on the Social Security Website. All you need is your social security number for this registration. 

3. Apply for help – the government has created specific assistance for this COVID-19 crisis.

List of Available Funds

SUBSIDY FOR SICKNESS DUE TO ISOLATION, DECREED BY THE HEALTH AUTHORITIES

Who qualifies? 

This measure applies to all Workers that work as an employee for someone else or a self-employed/liberal worker. 

What are they entitled to?

They are entitled to the sick leave subsidy, in its total value of 100% of the salary. 

What’s the time period of this subsidy?

The maximum duration of this subsidy is 14 days. This kind of assistance is like the subsidy for sick leave with admission to hospital, so there’s no waiting period attached, this amount will be paid since day 1. 

What to do?

If the worker that is an employee works for someone – This person should send his/hers isolation declaration issued by the Health authorities to the employer/company. 

Then the employer/company:

1) Must fill in the form mod. GIT71-DGSS, available at http://www.seg-social.pt/formularios, with the identification details of the workers in isolation. 

2) The company should then send the available form at http://www.seg-social.pt/formularios and the isolation declarations, issued by the health authorities, concerning the workers, through the channel of Segurança Social Direta, on the menu Profile (perfil), option Proof Documents (Documentos de Prova), and the subject should be: COVID19-Declaration of prophylactic isolation for workers.

If the worker is a self-employed/independent worker –

1) Must fill in the form mod. GIT71-DGSS, available at http://www.seg-social.pt/formularios, with his/her ID details.

2) Should send the filled in form and the declaration of prophylactic isolation, issued by the health authorities, through the channel Segurança Social Direta, on the menu Profile (perfil), option Proof Documents (Documentos de Prova), and the subject should be: COVID19-Declaration of prophylactic isolation for workers. 

Attention

If it’s verified that the person is still sick, during and after the isolation period of 14 days, the person is entitled to the sick leave subsidy, according to the general terms of sickness leave. 

In this case, a person doesn’t need to take action, since the CIT (certificado de incapacidade temporária – certificate of temporary incapacity) will be communicated electronically by the health services directly to Social Security.

EXCEPTIONAL SUPPORT TO THE FAMILY FOR EMPLOYEES (PEOPLE THAT WORK FOR AN EMPLOYER OR COMPANY)

Who qualifies? 

It applies to the Workers that work for an employer/company and that have to miss work because they have to provide assistance to children or other minors in their care, under 12 years-old or that are taking care of handicapped people or people with a chronic disease, not limited by age, due to the closing of the schools, determined by:  

– A decision of the health authorities

– A governmental decision

What are they entitled to?

The worker is entitled to an exceptional help that corresponds to 2/3 of their basic salary, which does not include other subsidies or additions to their salary.

This help is limited to 1 minimum national salary (value: 635€) and maximum of 3 minimum national salaries (value:1.905€) and it’s calculated according to the number of days the person has to miss work.

What’s the time period of this subsidy?

This help does not include the school holidays period, and it will cover the time period of March 16th to the 27th. For families with children that attend pre-schools or institutions for handicapped people, this kind of financial help will go on until April 9th

Attention

Parents can’t present the same periods at home. Overlap is not allowed.

What to do?

The worker – Has to fill in the form/declaration Mod. GF88-DGSS, available at http://www.seg-social.pt/formularios and send it to the employer/company. This declaration will also serve to justify the missing days, that a person cannot go to work.

The employer/company – 

1) Should collect the declarations submitted by the workers/employees.

2) Should proceed to fill in the form online, available at Segurança Social Direta, at the end of March.

3) Should register its IBAN on Segurança Social Direta, at a specific part of the site, available after the end of March.

This kind of financial help will be paid by Social Security to the employer/company by Social Security, by bank transfer (only way).

EXCEPTIONAL ASSISTANCE TO THE FAMILY FOR INDEPENDENT/SELF-EMPLOYED WORKERS AND DOMESTIC WORKERS

Who qualifies?

It applies to Independent/Self-employed workers and Domestic Service workers that cannot work because they have to give assistance to children or other minors under their care, under 12 years-old or that are taking care of handicapped people or people with a chronic disease, not limited by age, due to the closing of the school, determined by:  

– A decision of the health authorities

– A governmental decision

Only the independent/self-employed worker that in the last 12 months can prove the consecutive payment of taxes for 3 months, will be entitled to this financial help.

What are they entitled to?

The independent/self-employed worker is entitled to a financial assistance that corresponds to 1/3 of the basic monthly salary subject to taxes, according to the first trimester of 2020, up to these limits:

Minimum limit = 1 IAS (value: 438,81€)

Maximum limit = 2 and ½ IAS (value: 1.097,02€)

The domestic service worker is entitled to a financial assistance that corresponds to 2/3 of the salary subject to taxes.

What’s the time period of this subsidy?

This assistance does not include the period of school holidays, but only covers the period of March 16th to 27th. For families with children that attend pre-schools or institutions for handicapped people, this kind of financial help will go on until April 9th.

EXTRAORDINARY ASSISTANCE FOR REDUCED ECONOMICAL ACTIVITY FOR INDEPENDENT WORKERS

Who qualifies?

This measure applies to all independent workers that in the last 12 months have payed their taxes at least for 3 consecutive months and that find themselves in a proven situation of having stopped their activity or the activity of their area/sector (for example if you are a hairdresser and all hairdressers have closed their doors by governmental decision), as a consequence of the COVID pandemic.  

What are they entitled to?

They will receive financial assistance that corresponds to the basic monthly salary registered subject to taxes, and the limit will be 1 IAS (438,81€).

They are entitled as well to postpone the payment of taxes concerning the months that they were receiving this assistance.

What’s the time period of this subsidy?

The financial assistance is valid for 1 month and can extend up to 6 months maximum.

The differed payment of the taxes starts on the second month after the financial assistance ends, and can be done through instalments (up to 12).

What to do?

1) One should fill in the form online to ask for this financial help, which soon will be available at the site of Segurança Social Direta,

ASSISTANCE TO A CHILD/GRANDCHILD DUE TO PROPHYLATIC ISOLATION, ENFORCED BY THE HEALTH AUTHORITIES

Who qualifies?

This measure applies to the workers that have to miss work due to the need to accompany the prophylactic isolation of children or other dependents in their care, minors up to 12 years-old, or handicapped people or people that have a chronic disease no matter the age group, which has been certified by the health authorities. 

What are they entitled to?

They are entitled to a subsidy for assistance to a child/grandchild that corresponds to 65% of the value of their salary. As the State Budget for 2020 is coming into effect, this amount will also come to 100% of the salary.

What’s the time period of this subsidy?

The subsidy has the maximum duration of 14 days.

What to do?

1) One should fill in the form online to ask for this subsidy, available at the site of Segurança Social Direta, at the Menu Family (Familia), option Parent (Parentalidade), click Ask New (Pedir novo), and choose Subsidy for assistance to child/grandchild (Subsidio para assistência a filho ou netos). The certification of the prophylactic isolation, issued by the health authorities, should be delivered at the site of Segurança Social Direta, through the Documents and proof (Documentos de Prova) available on the menu Profile (Perfil).

Attention
